Capacity Building of Community Organisations in Biodiversity Monitoring
in HP
The Council implemented this project to
involve local people in biodiversity assessment and monitoring under
AUSAID funded project. Under the project, Mehli village in the outskirt
of Shimla was identified to monitor the biodiversity trends through
village community. A biodiversity mapping and monitoring manual of
the area for use by the local communities has been prepared.

National Environment
Awareness Campaign
National Environment Awareness Campaign (NEAC) is a national level
programme launched by the MOEF. The campaign focus on scientific
environment issues of national and local importance.
The NGO's, educational and training institutions, professional associations,
scientific bodies, community organisations can participate in the
campaign and maximum funding upto Rs.20,000/- is provided to any
NGO/Institution. The NEAC theme is decided by the MOEF.
The Council has been designated as a Regional Resource Agency for
HP by MOEF to co-ordinate the NEAC activities in the H.P.State.
Solid Waste Management
The Council has taken number
of initiatives under Solid Waste Management Programme like Secretariat
waste management scheme, Waste survey and assessment in towns, Installation
of Micro waste recycling units in schools, Bio conversion plant
at Solan and organising Teacher training workshops.
Under the NORAD project, 14 Micro Waste Recycling Units have been
installed in School. The Council is also disseminating other Waste
Recycling/Treatment Technologies. |

State of Environment
Report
The Council has published a State of
Environment Report (SER) which contains information and data on various
facets of environment e.g. forestry, agriculture, water resources,
wildlife & biodiversity etc.. On the basis of SER, an Environment
Policy for HP has also been formulated by the Govt. of HP. SER is
available for reference in the Counci
Environment
Policy for Himachal Pradesh
The Environment Policy formulated by
the Govt. of HImachal Pradesh states:
- H.P. Govt. shall help to promote the development of an economically
and environmentally sound eco-system while endeavouring to improve
the living standards of the people of the State. The Govt. is
concious of the intrinsic value of the environment and of the
ecological, genetic, social, economic, scientific, educational,
cultural, recreational and aesthetic values thereof. Further,
it realises the importance of environment for evolution and for
maintaining life sustaining systems.
- The Govt. of H.P. expresses its resolve to conserve and enhance
the environment and follow a policy of sustainable development.
Being aware of its central role in forging and directing the development
on a sustainable matrix, it calls upon people, Panchayati Raj
and local bodies, institutions and organs of the State for extending
their full co-operation in this effort.

Guidelines:
The policy guidelines comprise parts covering subjects of land use
Geology, Forest, Agriculture, Horticulture, Water resources, Industries,
Energy, Tourism, Health, Biodiversity & Pollution in relation to the
environment and action required in each area.
Copies of the Environment Policy are presently available in the Council.

National Green Corps (Eco-clubs)
National Green Corps (NGC) is a scheme
of MOEF to establish Eco-clubs in about 100 schools of each district
of all the States and Union Territories of India. The Council as a
nodal agency has launched National Green Corps (NGC) in the State
in collaboration with MOEF. Eco-clubs will be established in about
100 schools of each district. The main objective of NGC is to inculcate
an appreciation for nature and to unipart and disseminate environment
education among students and masses in the state.
Manual of NGC (Eco-clubs ) for Himachal Pradesh is available with
the Council.
National Bio-diversity Strategy and Action Plan
National bio-diversity Strategy & Action
plan initiated by the Ministry of Environment and Forests [MOEF],
Govt. of India, New Delhi. aims at formulating State and National
level strategies and Action Plans for conserving biodiversity for
sustainable use of biological resources. The Council is the nodal
agency for the formulation of State Biodiversity Strategy and Action
plan for the state of H.P.
The Council has prepared Biodiversity Strategy and Action Plan for
H.P. which has been submitted to the MOEF.
Sub-State Site Biodiversity Strategy and Action Plan
The Council in collaboration with the Tribal
Development Department of the State has prepared a Sub-State Site
Biodiversity Strategy and Action Plan for Lahaul and Spiti and Kinnaur
Districts of the State and has been submitted to MOEF.
Biodiversity Policy for the State of H.P.
The Council has prepared a draft "Biodiversity
Policy for the State of H.P." which has been circulated to Govt. Departments,
Members of State Biodiversity Steering Committee and Members, Technical
Policy & Core Group and National Bio-diversity Strategy and Action
Plan [NBSAP], New Delhi for obtaining suggestions.

State Biodiversity Board
The proposal for setting up Biodevirsity Board in the
state of H.P. has been submitted by the State Council for Science,
Technology & Environment for getting approval from the Govt. of H.P.
for regulation of Biological resources in the state.
