CSI Award of Excellence for OxyCare Management Information System (OCMIS)
The OxyCare Management Information System (OCMIS), developed by NIC Himachal Pradesh for the Ministry of Health and Family Welfare Government of India has been awarded the Award of Excellence by CSI SIG eGovernance Awards 2021 under Project Category. The Award has been presented by Hon’ble Mr. Justice Ajit Singh, High Court of Judicature at Allahabad and Prof. R.S. Verma, Director, MNNIT, Allahabad to MoHFW, GoI and NIC on 23rd April 2022 at Prayagraj, Uttar Pradesh.h. Vishal Chauhan, Joint Secretary, MoHFW, Sh. Sunil Kumar, DDG, NIC Hqrs, Sh. Daljeet Singh Rana, TD, Sh. Shailender Kaushal, TD and Sh. Vinod Garg, TD from NIC Himachal Pradesh received the Award of Excellence.
The main objective of OxyCare is to ensure the timely delivery, proper installation at the last level Health Facility across India up to CHC and Wellness Centre and monitor the functioning of Oxygen Concentrators, Ventilators, PSA Oxygen Plants, Cylinders, OCCs. This data is available in the portal in the form role-based dashboard at the PMO, Ministry and State, District Level. While the delivery, reporting, monitoring is done through the web-based portal, the receipt of equipment is done through an associated mobile app developed for the Health Facilities. The problem reporting and annual maintenance contracts are also monitored through this eco-system. The OxyCare mobile app is available on both Android and iOS platforms and uses Secure QR Code to receive only correct equipment since the Secure QR code cannot be read by other Apps. For monitoring of PSA Oxygen Plants in big hospital, IOT based data collection is done and real time reporting through live dials is done for higher officials. A IOT card with SIM is installed in these PSA plants.
CSI Award of Excellence for Covid19 Sample Collection Management System (RT-PCR)
The RT-PCR mobile app and associated Covid19 Sample Collection Management System, developed by NIC Himachal Pradesh for ICMR, Government of India has been awarded the Award of Excellence by CSI SIG eGovernance Awards 2021 under Project Category. The Award has been presented by Hon’ble Mr. Justice Ajit Singh, High Court of Judicature at Allahabad and Prof. R.S. Verma, Director, MNNIT, Allahabad to MoHFW, GoI and NIC on 23rd April 2022 at Prayagraj, Uttar Pradesh. Sh. Vishal Chauhan, Joint Secretary, MoHFW, Sh. Sunil Kumar, DDG, NIC Hqrs, Sh. Shailender Kaushal, TD, Sh. Vinod Garg, TD, Sh. Daljeet Singh Rana, TD, from NIC Himachal Pradesh received this Award of Excellence. This is second CSI eGov award for this initiative.
The initiative comprises of two new Mobile Apps and one associated New Website for whitelisting of Mobile Application Users (Sample collectors/ Phlebotomists), designed and developed in the beginning of Covid19 pandemic in India in April 2020. This initiative was quickly rolled out in the entire country. The Covid19cc web portal is used for whitelisting of users of Apps/Portal and provides detailed analytics for District/ State/ National level Administrative/ Health officials. It also generates required raw and processed data to the laboratories, collection centres and sample collectors. The quick development of portal and apps, onboarding of Government and Private officials and its replication in just 20 days across country is an exemplary proof of its acceptance by all stakeholders. The portal is single sign on enabled and both the mobile apps are available on Android and iOS platforms. The RT-PCR app is available on Window platform too.
District Governance Mobile Challenge (DGMC) Gold Award for overall performance to NIC Himachal Pradesh
Dr. Neeta Verma, Director General, National Informatics Centre, MeitY, GoI presented the District Governance Mobile Challenge (DGMC) to the short-listed winners of the Mobile Application Challenge open to all District Centres of NIC in India, on 28-May-2021. All NIC officers at NIC Headquarters, States and Districts were present during the virtual award ceremony.
In the overall performance, the NIC Himachal Pradesh was conferred Gold Award. All NIC Districts Centres of Himachal Pradesh developed Mobile Apps for respective District Administrations and submitted their nominations in the DGMC. And 2 districts, Shimla and Solan were short listed in first 20 positions. Shri Ajay Singh Chahal, Deputy Director General and State Informatics Officer Himachal Pradesh along with team members received the award.
District Governance Mobile Challenge (DGMC) Bronze Award for ePermission Mobile-App of NIC District Centre Shimla
The ePermissions mobile app, developed by NIC District Centre, Shimla has been conferred the Bronze Award. The App enables citizens to apply online for various kinds of services in both Hindi and English. It has interface for District Administration to process and forward these applications to other Users of the system through the Mobile App.

Ms. Prabha Rajeev HPAS, Additional District Magistrate and Shri Pankaj Gupta, DIO and Shri Deepak Kumar ADIO received the award.
District Governance Mobile Challenge (DGMC) Certificate of Appreciation for eKalyan Mobile-App of NIC District Centre Solan
The eKalyan mobile app, developed by NIC District Centre, Solan has got the Certificate of Appreciation. The App enables welfare pensioners of Old age, Widows, Differently Abled to view their quarterly pension details in systematic manner in the App. Besides, the Departmental officials can monitor the status of timely disbursement of pension in all districts of the State. It has back-end integration with the eKalyan software implemented in the State of Himachal Pradesh.

CSI Award of Recognition in 18th CSI SIG eGovernance Awards 2020 for COVID-19 Sample Collection Management System (RT-PCR/RATI mobile apps and https://Covid19cc.nic.in Portal for Real Time Tracking and Record of every RT-PCR, Rapid Antigen and Antibody Test being conducted in India) The COVID-19 Sample Collection Management System conferred Award of Recognition in 18th CSI SIG eGovernance Awards ceremony under Project Category – State Government Entity at Hotel Taj Mahal, Lucknow on Friday, February 12, 2021.
Hon’ble Chief Minister of Uttar Pradesh Shri Yogi Adityanath presided the award function and Shri Ravinder Jaiswal, Hon’ble Minister of Stamp & Registration, Uttar Pradesh conferred the Award. COVID-19 Sample Collection Management System has been designed, developed and implemented by NIC Himachal Pradesh team, led by Shri Ajay Singh Chahal, Deputy Director General and State Informatics Officer, Himachal Pradesh. The team was headed by Shri Sandeep Sood, Scientist-F and Shri Sanjay Kumar, Scientist-F. The software system hosted centrally and being used by 31 States and Union Territories of the country.
Skoch Award 2020 for COVID-19 Sample Collection Management System
The COVID-19 Sample Collection Management System has been awarded the Skoch Silver Award 2020 in Response to Covid category. The Award has been conferred on 20th March 2021 at New Delhi through online virtual ceremony. These Awards were received by NIC Himachal Pradesh team. The COVID-19 Sample Collection Management System consists of web portal https://covid19cc.nic.in and RT-PCR and RATI mobile apps for collecting and managing Covid-19 tests all over India in 31 States/UTs and has been developed by NIC Himachal Pradesh team.
Gems of Digital India Award 2020 for COVID-19 Sample Collection Management System
The COVID-19 Sample Collection Management System has been awarded the Gems of Digital India Award 2020, Analyst’s Choice for excellence in eGovernance. The award was given on 16th March 2021 at online virtual ceremony and received by NIC Himachal Pradesh team. The COVID-19 Sample Collection Management System has been designed and developed by NIC Himachal Pradesh team and consists of web portal https://covid19cc.nic.in and RT-PCR and RATI mobile apps for collecting and managing Covid-19 tests all over India in 31 States/UTs.
Him Pragati and Cooperation MIS Projects of NIC HP Win CSI-SIG eGovernance Awards
Two ICT Projects of NIC Himachal Pradesh have won the prestigious Computer Society of India-Special Interest Group-eGovernance Awards 2019. The Him Pragati project for the Chief Minister Office has been awarded the Award of Excellence and the Cooperation MIS Project has won the Award of Recognition.
The Awards wase received by Sh. D.C. Rana, Special Secretary to Hon’ble Chief Minster, Himachal Pradesh along with Sh. Sandeep Sood, Senior Technical Director and Sh. Sanjay Kumar, Technical Director from NIC HP in the annual CSI Convention at Bhubaneswar, Odisha on 17th January 2020.
The NIC HP Team has won a number of awards over the years for their best ICT initiatives and this has been possible with the active involvement of all NIC Himachal Pradesh officers at all levels.
